This letter forwards the NRC report of our July 8,1985 meeting with you in the
NRC Region I offices.
In regard to the matters we discussed concerning issuance of operator licenses,
we believe the meeting was beneficial in developing mutual understanding of the
licensing considerations involved. We are looking forward to improved candidate
performance in the future.
Since our July 8,1985 meeting, the cognizant Region I Branch Chief has discussed,
in a July 23, 1985 onsite meeting, the examination results with the candidates who
failed.
We are making arrangements to meet with the group of upcoming candidates to discuss
preparations and examination requirements.
In regard to the status of Millstone 3 construction, we recognize the steps you
are taking to meet the scheduled November 1, 1985 fuel load date.
Our inspection
coverage is being configured accordingly.
In regard to establishing, by July 19, 1985, a full-time individual onsite dedi-
cated to address worker concerns, we consider this a positive step toward assuring
an appropriate response to employee concerns on your part.
