20555 Attention: Mr. S. A. Varga Joseph M. Farley Nuclear Plant - Unit 2 Proposed Technical Specification Change Gentlemen:
On February 10, 1984 Alabama Power Company requested changes to Technical Specification Tables 4.4-5 (reactor vessel material surveillance program withdrawal schedule), Figures 3.4-2 and 3.4-3 (reactor coolant system heatup and cooldown curves) and Bases 3/4.4.10. The NRC Staff issued License Amendment No. 48 which revised the reactor vessel material surveillance program withdrawal schedule (Table 4.4-5).
As stated in letter dated May 2,1985 the NRC Staff did not approve the revised heatup and cooldown curves due to staff concerns related to the closure flange region safety margins. The current Heatup/Cooldown Curves (Technical Specification Figures 3.4-2 and 3.4-3) are due to expire early in core life for Unit 2 Cycle 5 which is scheduled to begin May 1986. An analysis of the Unit 2 vessel materials and their neutron embrittlement histories was performed and new Heatup/Cooldown Curves, which will remain applicable for a total of 9 EFPY, have been developed. The details of the analysis, including the analysis methodology and resulting revised Heatup/Cooldown Curves, is provided in the enclosed WCAP 10910.
It is therefore proposed that the Farley Nuclear Plant - Unit 2 Heatup/Cooldown Curves be revised to extend their applicability from the existing limit of 5 EFPY to a new limit of 9 EFPY. This proposed change will permit continued operation of the Farley Nuclear Plant - Unit 2 beyond Cycle 5 consistent with the limitations of 10CFR50, Appendix G.
Attachment i lists the changed Technical Specification pages and includes the proposed pages for Unit 2.
The response to concerns identified 1
in NRC letter dated May 2,1985 is provided in Attachment 2.

Technical Specification change is required soon after startup from the fourth refueling outage, it is requested that the NRC Staff approval be h

Nuclear Regulatory Comission September 30, 1985 Since the proposed Technical Specification Change includes no changes which would significantly increase the probability or consequences of an accident previously evaluated, no changes which create the possibility of a new or different kind of accident from any accidents previously evaluated and no changes which would involve a significant reduction in a margin of safety, it is considered by Alabama Power Company to not involve a significant hazards consideration as defined in 10CFR50.92.
This conclusion is based upon the revised Heatup/Cooldown Curves' compliance with NRC Staff Regulatory Guide 1.99 Revision 2 and 10CFR50, Appendix G.
The Plant Operations Review Comittee has reviewed this proposed change and the Nuclear Operations Review Board will review this proposed change at a future meeting.
Pursuant to 10CFR170.21, the new rule on License Fees, the required License Amendment Application Fee of $150.00 is enclosed.
