Gentlemen:

This refers to the routine safety inspection conducted by Messrs. A. G. Januska

and R. B. Holtzman of this office on June 24-27 and July 3 and 18, 1985, of

activities at Point Beach Nuclear Power Plant, Units 1 and 2 authorized by NRC

Operating Licenses No. DPR-24 and No. DPR-27 and to the discussion of our

findings with you and others of your staff on June 27, 1985. An additional

discussion was held with E. Hinshaw on July 3, 1985 and with J. Zach and

T. Slack on July 18, 1985.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel. In addition, our Mobile Laboratory was at the

site during the inspection to perform independent measurements of radio-

activity.

During this inspection, certain of your activities appeared to be in violation

with NRC requirements, as specified in the enclosed Appendix. A written

response is required.

We are concerned with weaknesses in quality assurance associated with the

violation identified in this inspection. Based on discussion with your

representatives onsite, we understand that Detector 1 will be recalibrated

before being used with charcoal adsorbers, that records of past use will be

reviewed to identify instances where regulatory or administrative limits may

have been exceeded, and that procedure changes will be implemented to assure

accurate calibration and consistency between detectors. We request that in

your response to the attached Notice of Violation, you describe the specific

measures you plan to implement to improve counting room quality assurance.
