Gentlemen:

On January 31, 1985, you were informed by letter of the results of a

special

inspection

conducted October

9-12,

1984,

Inspection

No.

50-309/84-17, to review your efforts relative to the post accident

sampling and monitoring requirements of NUREG-0737.

Previously, on

October 30, 1984, the findings of that inspection were discussed in a

management meeting at NRC Region I.

At that time, a finding pertaining

to the placement of Containment High Range Radiation Monitoring devices

was determined as unresolved pending review of your basis for the

installation as later submitted on December 18, 1984.

The attached Safety Evaluation Report concludes that the installation,

as found during the inspection, was not in conformance with the speci-

fications of NUREG-0737, Item II. F.I (3) " Containment High Range

Radiation Monitor", in that the monitors were not widely separated and

did not view a large fraction of the . containment volume.

As a result,

this item is not considered to be in compliance with NRC requirements as

set forth in the enclosed Notice of Violation, Appendix A.

You are

required to respond to this violation within 30 days of the date of this

letter.

In responding, please follow the instructions included in the

Appendix.

Your cooperation with us in this matter is appreciated.
