AFFIDAVIT OF VIRGIL L. BROWNLEE 1, Virgil L. Brownlee, state onder oath that:

My name is Virgil L. Brownlee.

My business address is 101 Marietta St.,

Suite 2900, Atlanta, Georgia 30323.

I am employed by the Nuclear Regulatory Commission, Region II office.

I am a Branch Chief in the Division of Reactor Projects and have responsibility for the Vogtle Electric Generating Plant.

In this capacity, I supervise the management of the Inspection and Enforcement Program applied to the Vogtle Project.

Prior to this assignment, from October 4,1981 through June 1983, I was the Section Chief responsible for inspection and enforcement activities at the project and was the supervisor of the resident inspector at the facility in the area of construction.

I have performed special site inspections relative to Construction Assessment and the Quality Concerns Program.

The statements set forth herein are true and correct to the best of my knowledge.

A statement of my professional qualifications is attached.

I have reviewed the inspection and enforcement history of the Vogtle Project from 1973'to the present, and I have reviewed the SALP reports for the project.. Based on this review I have concluded that Georgia Power Company (GPC) has an effective QA/QC program to provide reasonable assurance that the Vogtle plant is built in compliance with applicable regulatory require-ments and FSAR commitments.

Continued inspection effort by the NRC staff will provide continued assurance as to the adequacy of the GPC QA/QC program prior to licensing and throughout the life of the plant.

Prior to assignment as a Project Section Chief, I functioned as a Project Inspector from May 1969

participated in over 200 inspections relating predominately to design, i

procurement, construction and operation of nuclear power plants.

As Project Section Chief I was responsible for implementing the Inspection and Enforcement Program for 9 sites (16 reactors) including the Vogtle i

i Plant during construction and operational phases. To accomplish this, !

coordinated the inspection efforts of individual inspectors and consultants, participated in programed inspections and prescribed special inspection i

s My present assignment as Project Branch Chief includes 11 sites (22 I

reactors),' including the Vogtle Plant; eighteen of these units are operationai and four have construction permits.

As Branch Chief. I am responsible for assuring implementation of the Inspection and Enforcement l

Program for the above nuclear units. To accomplish this I supervise four Section Chiefs and provide oversight management to assure that the Inspec-tion and Enforcement Program is implemented at the respective sites.

I was a member of the U.S. Air Force and was assigned to the Army Nuclear t

Power Program from December 1958 through June 1969. My major assignments with the Army Nuclear Power Program were as follows:

Qualified operator on three reactors--SM-1, Fort Belvoir, Virginia; PM-1, Sundance AFS, Wyoming; Nuclear Engineering Center, Wright-Patterson AFB, Ohio.

2.

Shift Supervisor / Maintenance Superintendent on two reactors--PM-1, Sundance AFS, Wyoming; Nuclear Engineering Center, Wright-Patterson AFB, Ohio.

Construction / Test /Startup and Operation of two reactor facilities--PM-1, Sundance AFS, Wyoming; Nuclear Engineering Center, Wright-Patterson AFB, Ohio.

3 I have received my secondary education in a public school system in Illinois.' I have completed accredited college courses from Black Hills College and Wright State University.

During my Air Force and NRC career, I have completed several military and civilian courses related to the nuclear field.

The related courses included:

nuclear physics; nuclear, electrical and mechanical engineering; instrumentation and control systems; operators training; reactor safety (MIT); welding (AWS); radiography (Kodak); Nondestructive examination (Convair); PWR Systems (NRC); PWR Operations and Transients 6
