NOTICE OF VIOLATION (NRC INSFECTION REPORT NO. 50-331/96008(DRS))

Dear Mr. Liu:

This will acknowledge receipt of your letter dated December 20,1996, in rnsponse to our letter dated November 22,1996, transmitting a Notice of Violation associated with our identification of your failure to properly search two vehicles and control personnel access to vital areas at your Duane Arnold Energy Center Reactor facility.

We have reviewed your corrective actions and have no further questions at this time. These corrective actions will be examined during future inspections.

Dear Sir:

This letter and attachment are provided in response to the Notice of Violation transmitted with NRC Inspection Report 96008.

This letter contains the following new commitments:

Prio'r to next refuel outage at the Duane Arnold Energy Center, a list of craft-specific vital area access needs will be developed. This list will be provided to site supervisors to aid in their determination of appropriate vital area access for temporary workers.

Each member of the Security Force will participate in at least three search drills (vehicle, personnel or package) per year.

The Attachment to this letter contains information of the type described in 10 CFR 73.21, therefore, it should be withheld from public disclosure.
