Gentlemen:

This refers to the routine safety inspection conducted by Mr. W. Snell and *

otners of this office on September 9-11, 1985, of activities at Point Beach

Nuclear Plant authorized by NRC Operating Licenses No. DPR-24 and No. DPR-27

and to the discussion of our findings with Mr. C. Fay, J. Zach and others

of your staff at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with' personnel.

No items of noncompliance with NRC requirements were identified during the

corse of this inspection. However, a weakness was identified which will

need corrective action by your staff. This weakness is summarized in the

attached Appendix to this letter. As required by 10 CFR Part 50, Appendix E.

IV.F. any weaknesses that are identified must be corrected. Accordingly,

please advise us in writing within 45 days of the date of this letter of the

corrective action you have taken or plan to take, showing the estimated date

of completion with regard to this exercise weakness.

The responses directed by this letter are.not subject to the clearance proce-

, dures of the Office of Management and Budget as required by the Paperwork

Reduction Act of 1980, PL 96-511.

Appendix

EXERCISE WEAKNESS

Offsite notifications were not timely. On two occasions, the Notification of

Unusual Event and the General Emergency declaration, the licensee was unable

to complete the notifications within the prescribed 15-minute time limit. For

,

the Unusual Event the licensee required 25 minutes to complete the notification

i (see Paragraph 4.a) and for the General Emergency, 20 minutes were required

i (see Paragraph 4.d.). This exercise weakness will be tracked as Open Item

! Nos. 266/85012-01 and 301/85012-01.
