This refers to the routine safety inspection conducted by Messrs. M. Jordan,
J. Bjorgen, A. Morrongiello, and R. Kopriva of this office on July 25 through
September 6, 1985, of activities at LaSalle County Station, Units 1 and 2,
authorized by Operating Licenses No. NPF-11 and No. NPF-18 and to the
discussion of our findings with Mr. R. D. Bishop at the conclusion of the
inspection.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
During this inspection, certain of your activities appeared to be in violation
'
of NRC requirements, as specified in the enclosed Appendix.
A written
i
response is required.
In Section 11 of this report is an open item concerning
closure of an Engineering Change Notice (ECN) with reference sketches not
incorporated into drawings.
You are requested to include in your response to
)
the attached Notice of Violation, the means by which you document closure of
any ECN's with reference sketches to assure that the entire ECN action is
documented as to what drawing changes should be accomplished and what drawing
changes need not be accomplished.
In accordance with 10 CFR 2.790(a) of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, a copy of this letter and the
enclosures will be placed in the NRC's Public Document Room.

The responses directed by this letter (and the accompanying Notice) are not
subject to the clearance procedures of the Office of Management and Budget
as required by the Paperwork Reduction Act of 1980, PL 96-511.
