NOTICE OF DEVIATION 1
Toledo Edison Company Docket No. 50-346 Davis-Besse Nuclear Power Plant License No. NPF-3 During an NRC inspection conducted on November 4 8,1996, a deviation from your 4'
commitment for a backup Emergency Operations Facility was identified. In accordance i
with the " General Statement of Policy and Procedure for NRC Enforcement Action",
NUREG-1600, the deviation is listed below:

I in a December 6,1982, correspondence to the NRC, Toledo Edison indicated that the backup Emergency Operations Facility (EOF) would be located in the Toledo Edison corporate office in Toledo, Ohio, approximately 21 miles from the Davis-l Besse plant site. The location of the backup EOF received Commission approval on l
May 18,1983. Toledo Edison was advised of the Commission ection by letter
]
dated June 28,1983 (letter received by Toledo Edison July 1,1983).
l Contrary to the above, on December 18,1996. it was determined that provisions for a backup EOF had never been developed, and the licensee's Emergency Plan had j
not been modified to include a backup EOF.
