SUBJECT:

REQUEST FOR WAIVER As a followup to the meeting conducted at the Region II office on April 23, 1985, this letter addresses the request by Georgia Power Company (GPC) for oral examination exemption at the Hatch Nuclear Plant. At this meeting, GPC requested a waiver for the oral requalification examinations scheduled to be administered at the Hatch Nuclear Plant during the week of July 15, 1985. The specific justifications for this request were summarized in the Meeting Summary forwarded to you in a letter dated May 3, 1985. In that letter we indicated that your request would be decided upon by June 15, 1985.

It is our opinion that your request cannot be favorably considered for all candidates. Those operators who have not demonstrated a satisfactory knowledge level, by performance, cannot be justified for waiver. The following criteria will, therefore, be applied for granting waivers for the July examination:

Successful evaluation, by the NRC, of a candidate during the September 1984 exam will allow waiver of that exam (written, oral, or simulator) in July.

Successful evaluation, by the NRC, of a candidate during the March 1985 exam will allow waiver of that exam, or part thereof, in July.

Successful evaluation, by the NRC, of a candidate during the October / November 1984 operating exam will allow waiver of the. oral and simulator exams in July.

We believe that this resolution is fair in acknowledging the proficiency demon-strated by the Hatch personnel. Likewise, it is considered that this resolution provides the assurances required by our procedures to ensure that selected personnel demonstrate their competence in both the written and operational mode.

The specifics of applying these criteria will be addressed with your staff upon our receipt of the GPC certification of candidates eligible for examination. ,

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter will be placed in the NRC's Public Document Room.
