ILRT SCHEDULING REQUIREMENTS - HATCH, UNIT 2, DOCKET NC. 50-366 In response to Mr. L. Gucwa's letter of April 4,1985, we find your proposal to shift the starting time for scheduling Integrated Leak Rate Tests (ILRT) to the commercial operation date of September 5, 1979, acceptable.
This conclusion arises from the wording (in federal regulations which contemplates that the ILRT and Inservice Inspection ISI) run concurrently.
In order for the third ILRT to be done concurrently with ISI, the ten-year periods for each test must begin to run at approximately the same time The code references for this findingare50.55a(g)(5)(iv)and50,AppendixJ.llI.D.1.(a).
Although the codes refer to commercial operation, they do not provide a defini-tion for commercial operation; therefore, some ambiguity exists. The schedule for Hatch Unit 2 appears to be more practical using the date you selected as commercial operation rather than using the date for license issuance. This selection does not appear to permit the time span between each ILRT to deviate from the 40 1 10 months as stated within the Technical Specification.
This position has been discussed with Containment Systems Branch (CSB) and found acceptable by them.
