PARTICIPATION OF V0GTLE ELECTRIC GENERATING PLANT LINE MANAGEMENT IN THE REVIEW OF READINESS REVIEW MODULE NO.1 - REINFORCED CONCRETE STRUCTURES We have completed an initial review of the first Vogtle readiness review module and it now seems appropriate to reiterate a general comment on the readiness review program concept which we discussed at the March 25, 1985 meeting in Region II on the subject module. There are many benefits of a well-structured, sys-tematic, readiness review program for determining the operational readiness of the plant, personnel, and programs. We believe a key and necessary ingredient of the readiness review program is the direct involvement of line management and personnel in reviewing and attesting to the acceptability and readiness of their respective areas of responsibility. This review process would generally include all levels of line management up to and including the project general manager.

The Georgia Power Company letter of October 3,1984, from Mr. R. E. Conway to Mr. J. P. O'Reilly, NRC, identified numerous licensee self-assessments factored into the readiness review program, to include the final determination of accepta-bility of each readiness review module by you.

If you recall, we discussed at the meeting the role of and the knowledge of your line management and staff in determining acceptability and readiness of the plant, personnel, and programs.

One of the Georgia Power Company staff mentioned at the meeting that there were numerous interviews and questions asked of the line management and staff during the preparation of the module. In my review of the module, we did not see where these interviews, questions, self-assessments, and final determinations of acceptability by line management for the Vogtle plant were documented or re-ferenced in the module. We believe these reviews by the line management are significant and important enough to be addressed in future modules.

The in-creased review and participation by line management in the recently submitted module entitled " Initial Test Program" is a step in the right direction.

We are pleased to see the progress you are making in implementing the Vogtle Readiness Review Program.
