By reference (a), you requested NRC review of a proposed amendment te the Operator Requalification Program as required by 10 CFR 50.54(1-1).
The I
amendment would allow up to three licensed individuals to be excused from taking the annual examination if they are assigned duties involving prepara-l tion and grading of the examination.
We have reviewed your request and find that you have not provided a supporting basis for the proposed amendment to the Operator Requalification Program. We also find that the proposed amendment would allow a licensed individual to be exempted from taking the annual examination indefinitely as long as that individual has an assigned duty involving preparation and grading of the examination.
Finally, we find that the proposed exemption is not necessary, nor is it consistent with the need for vigorous operator training that has j
been evident since the Three Mile Island accident.
Based on the above, we conclude that the proposed amendment to the Operator Requalification Program is not acceptable and therefore it is denied.
