UNITEDSTATES NUCLEAR REGULATORY COMMISS1ON WASHINGTON, D. C. 20555 November lg, 1985 FACILITIES:
Ginna; Kewaunee LICENSEES:
Rochester Gas 8 Electric; Wisconsin Public Service
SUBJECT:
SUMMARY
OF OCTOBER 16, 1985 MEETING LICENSEE AND COMBUSTION ENGINEERING REGARDING UPPER PLENUM INJECTION On October 16, 1985, the NRC Staff met with Rochester Gas 8 Electric (RG8E) the licensee for R.
E.
Ginna Nuclear Power Plant, Wisconsin Public Service (WPS) the 1icensee for Kewaunee Nuclear Power Plant and Combustion Engineering, the contractor for developing a new Upper Plenum Injection (UPI} Evaluation Model (EM} for the two loop Westinghouse plants.
The meeting was requested by the licensees to permit the licensees to give the, status on the development of a new Upper Plenum Injection Evaluation Model (UPI-EM) and to resolve any problems in the plans submitted by the licensee's letters dated April 18, and 19, 1985.
Copies of the viewgraphs and handouts are not included with this summary because of the proprietary hature of the material.
A list of attendees and the agenda are enclosed (Enclosure 1 and 2).
By letters dated February 12 and 13, 1985 we issued an evaluation guidance to icensees identifying numerous deficiencies in the previously proposed UPI"EM.
The licensees responded to our evaluation guidance by the submittal of a program plan on April 18 and 19, 1985 describing the development of a new ECCS evalua-tion model that would better account for UPI thermal and hydraulic effects.
Combustion Engineering, under contract to RGKE and WPS, is developing a new UPI-EM using the methodology described in Commission Paper SECY-83-472.
This meeting is the first of several meetings that will occur to keep the staff advised of the progress, resolve any problem areas and discuss any assumptions during developmental stages of the new UPI-EM.
The objectives of the UPI development plan are to (1) address NRC's technical concerns on UPI ECCS behavior, (2) develop a new UPI LOCA model which complies with 10 CFR 50.46 and Appendix K requirements, and (3) identify LOCA margin for UPI ECC systems'er SECY 83-472.
Combustion Engineering will produce a realis-tic base case analysis for a generic UPI plant.
Subsequent analyses would account for biases and uncertainties according to the SECY 83-472 guidance.
This will be followed by plant specific Appendix K calculations showing peak clad temperature (PCT) margin.
The plant specific Appendix K calculation would also be compared to the calculation using the statistical methodology recom-mended in the Commission
- Paper, SECY 83-472.
The staff agrees with the plans described in letters dated April 18 and 19, 1985 and clarified during the meeting.
However, the following comments should be considered.
1.
The Contractor (CE) should formulate a specific methodology for use with SECY 83 472 taking into account systematic and random errors and should document full compliance with all required features of Appendix K.
85i 1260293 85i i.i9'DR ADOCK 05000244 P
2.
The detail capabilities of the computer models should be provided.
3.
Clear statements of code validation criteria are needed, especially regard-ing statistical treatment of data used for code validation.
Also separate data bases should be used for code development and validation.
The staff believes that a realistic prediction of CCTF test 57 is needed.
4.
The contractor should show that it has sufficient plant and fuel specific data for use with his computer codes.
If he lacks some of the necessary specific data, then the estimated input must be justified.
5.
All of the sensitivity studies required in Appendix K must be included in the development of the EM.
6.
A decision regarding the submittal of an interim report covering EM develop-ment to a best estimate at 50X confidence level was deferred to next progress meeting.
7.
The program plan (Enclosure
- 3) was modified to show milestone of the NRC review of FATE-3, CEFLASH-4A and STRIKIN-II codes and future in progress meeting with the NRC.
