Dear Mr. Keppler:
This letter is an interim report pursuant to 10CFR50.55 (e) concerning a potentially significant deficiency with the operation of the drywell vacuum relief isolation valves.
This deficiency was reported to Mr. R. Knop of your office by telephone on June 25, 1985 by Mr. B.
D. Walrath of The Cleveland Electric Illuminating Company.
This item is being evaluated per Deviation Analysis Report 245.
Description of Deficiency FSAR Section 6.2.1.1.3.3.2.5 requires the drywell vacuum relief isolation valves to open following the post-blowdown period after a LOCA when the drywell pressure falls below the containment pressure.
However, the requirement will not be met as the vacuum relief isolation valves will not open until drywell pressure falls low enough to clear the LOCA signal.
A significant difference in pressure may develop between the drywell and the containment prior to when the LOCA signal clears or when manual override is provided.
Completion of Evaluation We are currently completing our analysis of this problem.
The effect of the deficiency is being evaluated to determine if an isolation logic change is necessary or if the present design is adequate.
