50-395 This acknowledges the receipt of your letters of June 26 and April 25, 1985, which transmitted Amendment 12 to the V. C. Summer Physical Security Plan.
Our review of the changes has found most of them to be consistent with the provisions of 10 CFR 50.54(p). Accordingly, they are acceptable for inclusion into the plan. However, as indicated in the Enclosure, the change involving the processing of Category IV materials has possible policy and generic concerns.
We have transferred that change to the Commission's Office of Nuclear Reactor Regulation for review and disposition.
On July 1, 1985, Ms. C. Perny of Region II discussed our concern and proposed action with Mr. J. Seffick of SCE&G.
To preclude a possible violation of regulatory requirements, you must not implement the change in question.
Please revert to the commitments in your previously approved plan until notifiect by NRR of their findings.
The enclosure to your letter is being withheld from public disclosure because it contains Safeguards Information and must be protected in accordance with the provisions of 10 CFR Part 73.21.
Should you have any questions concerning this letter, we will be glad to discuss them with you.
