Dear Dr. Grace:
By letter dated March 29, 1985 Duke Power provided a response to Viointions 50-370/84-35-01, 50-370/84-35-02 and 50-370/84-35-03 which were identified in the above referenced inspection report.
In addition to the request for response to these violations, NRC stated a concern regarding implementation of Duke's management control system that permitted the violations to occur and requested a separate Duke response.
Duke's effort to improve operational quality is directed in two areas. The first area includes management commitment of resources, procedural and pro-grammatic upgrades, availability of proper equipment, employee training and qualification and most importantly the fostering of proper employee attitude.
The expected result of this process is high quality work execution by each employee.
The second area involves management review of incidents that occur at each station and the corrective actions taken in response to the incident. These corrective actions are reviewed for generic applicability to all of our stations as well as how they effect the efforts ongoing on the first front described above. By applying efforts in these two areas, operational quality has improved and will continue to improve. Incidents due to personnel error,

procedural errors have declined.
With respect to the incident associated with the reference Inspection Report, several aspects of Duke's overall effort to improve operational quality are noted. . strengthen the overall implementation of the post-trip review program.
l-Duke management is committed to this effort to improve operational quality L
at all of our nuclear stations. We believe that this effort, which has been in progress'for sometime, addresses the aforementioned NRC concern. We have seen an improvement in the quality of operations and expect to see more in-the future.
