REPORT NCS. 50-424/85-06 AND 50-425/85-06

Thank you for your response af April 16, 1985, responding to our Notice of

Violation issued March 18, 1985, concerning activities conducted under NRC

Construction Permit Nos. CPPR-108 and CPPR-109 at your Vogtle facility. We have

evaluated your response and found that it meets the requirements of 10 CrR 2.201

to the extent that your response acknowledged the violation. We have carefully

considered thp basis for your evaluation, and,for the reasons presented in the

enclosure to this letter, we have concluded that the violation was not completely

addressed.

Therefore, in accordance with 10 CFR 2.201(a), please submit to this office

within 30 days of the date of this letter a written statement describing steps

which have been taken to correct the violation and the results achieved,

corrective steps which will be taken to aboid further violations, and the date

when full compliance will be achieved.

It should be noted, that the Bechtel Power Specification No. X4AZ01, Division PS,

should be Section 5.9.3, not Section 5.9.2 as indicated in the violation.

STAFF ASSESSMENT OF LICENSEE RESPONSE

The Notice of Violation addresses the requirement for the establishment of

measures to assure required documentation reflects "as-built" conditions of

supports so that a proper evaluation by the design engineers can be performed.

The installation-of filler plates in conjunction with pipe straps involves adding

a plate and welds which are subjected to tensile and shear forces. Neither the

welds nor the structural plate are addressed or documented in the final as-built

drawings or calculations.

It is our position that the filler plates used in pipe supports do nat come under

the tolerance criteria of paragraph P5.6.4 of Bechtel's specification X4AZ01 for

the modifications of the supports.

They are additional load bearing members

which should be acknowledged by the pipe support design engineers.

Therefore, for reasons stated above, documentation of pipe support filler plates

is required to complete the as-built support drawings and calculations.
