Gentlemen:

This refers to the routine safety inspection conducted by Mr. R. Hasse of this

office on June 3-7, June 10, June 17-21, July 9-12, July 17, 22, 24, and 26,

1985, of activities at Big Rock Point Nuclear Plant authorized by NRC Operating

License No. DPR-06, the discussion of our findings with members of your staff

throughout the inspection, and the summary of findings given to Mr. R. Alexander

by Telecon on July 26, 1985.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

This inspection was an in depth assessment of maintenance and QA activities at

Big Rock Point. Because your SALP maintenance rating has exhibited a declining

trend during the SALP 4 to SALP 5 period, the maintenance inspection was

augmented to assess the reasons for the trend and your actions to reverse it.

Our concerns relative to QA activities involved the transfer of responsibilities

-

from your General Offices QA staff to the site QA staff without a corresponding

\ increase in staffing and the revisions to your QA program implementing procedures.

While no violations of NRC requirements were identified during the course of

this inspection, you are requested to respond within 20 days of receipt of this

letter to Unresolved Item No. 155/85010-03 in Paragraph 3.b.(1).a.1 of the

attached inspection report. Your response should clearly descriFe those actions

you have taken and plan to take to ensure that the requirements contained in

deleted Nuclear Operations Department Standards (N0DS) are completely addressed

in other implementing documents and that the deleted NODS are not referenced as

"use" documents in other procedures. We also suggest that you give appropriate

consideration to the recommendations which are included in the attached

inspection report with regard to the other areas reviewed.
