Gentlenen:
This refers to the routine safety inspection conducted by Messrs. D. E. Hills
and G. F. O'Dwyer of this office on August 3 through September 13, 1985,
of activities at Perry Nuclear Power Plant, Unit 1, authorized by NRC
Construction Permit No. CPPR-148 and to the discussion of our findings with
Messrs. C. M. Shuster, G. R. Leidich, J. G. Cantlin and others of your staff
at the conclusion of the inspection.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
During this inspection, certain of your activities appeared to be in
violation of NRC requirements, as specified in the enclosed Appendix.
A written response is required. We are concerned that the violations
identified during this inspection are in the area of preoperational testing,
an area which was rated Category 3 in the last SALP report. We recognize
that we reviewed only one procedure reviewed by the Management Procedure
Review team and this may be an inadequate basis for a definitive conclusion
regarding the general effectiveness of licensee corrective actions on the
preoperational test program. We wish to discuss this matter with you and
your staff during the meeting currently scheduled for October 11, 1985.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosures will be placed in the NRC's Public Document
Room.
