Dear Mr. Hutchinson:

By letter dated November-26, 1996, Entergy Operations, Inc. submitted a

. request for Technical Specifications.(TSs) change to allow tube sleeving for the ANO, Unit 2 steam generators. As a result _of a review of your letter

, dated November 26, 1996, the. staff identified areas where additional i information is needed to-proceed with their review of your request.

. Upon review of your submittal, the staff found the proposed TSs do not provide j adequate inservice inspection (ISI) of sleeved steam generator tubas. The Nuclear Regulatory Commission (NRC) staff requests that requirements for ISI i- of sleeved steam generator tubes be incorporated into the TSs; specifically, z the' initial sample scope and the sample scope expansion criteria that will be-applied for. sleeved tubes should one or more defective sleeved tubes be identified. Recent submittals from other facilities incorporated what the staff considers to be adequate revisions to the TSs for the ISI-of sleeved

1. Entergy Operations, Inc. (E01) proposed modifying ANO-2 TS 4.4.5.4.a.7 to change the plugging limit for an ABB/CE sleeve to 29% of the nominal sleeve wall thickness. What is the basis for the 29% allowable degradation for sleeved tubes?

2. Please describe the extent to which ANO-2 subscribes to the EPRI PWR Steam Generator Tube Examination Guidelines. For example, does the licensee use Appendix G " Qualified Personnel" and Appendix H " Qualified Techniques"?

3. Please describe generally the approach E01 plans for adopting new and improved eddy current techniques for sleeve inspections.
