This refers to the security inspection conducted by Mr. James A. F. Kelly of
this office during the period May 6-10, 1985, of activities authorized by NRC
Operating License DPR-46 for Cooper Nuclear Station, and to the discussion of
our findings with Mr. P. V. Thomason and other members of your staff at the
conclusion of the inspection.
Areas examined during the inspection related to the physical security plan and
implementing procedures and the effectiveness of the physical security program.
Within these areas, the inspection consisted of selective examination of
procedures and representative records, interviews with personnel, and
observ'ations by the inspector.
These findings are documented in the enclosed
inspection report.
Within the scope of the inspection, no violations or deviations were
identified.
However, we do have concerns relative to the effectiveness of
your management controls associated with security program implementation.
Further information concerning this matter can be found in paragraph 5 of
the inspection report. We request that you respond to this concern describing
your course of action within 30 days of the date of this report.
The response directed by this letter and the accompanying Notice is not
subject to the clearance procedures of the Office of Management and Budget as
required by the Paperwork Reduction Act of 1980, PL 96-511.
The material enclosed herewith contains Safeguards Information as defined by
10 CFR Part 73.21 and its disclosure to unauthorized individuals is prohibited
by Section 147 of the Atomic Energy Act of 1954, as amended. Therefore, the
material, with the exception of the report cover page which is an inspection
summary, will not be placed in the Public Document Room.
