. Washington, D.C. 20555 1-Ladies & Gentlemen:

Subject:

Oyster Creek

' Nuclear. Generating Station (OCNGS),1f4 Operating License No.

DPR-16.

Docket No.

50-2e?.

Technical Specification Change Request (TSCR)

Protective Instrumentation Requirements, 24-Month 4

Surveillance Extension, (TSCR-203)

On October 10, 1996, GPU Nuclear Corporation (GPUN), operator 2

of the OCNGS submitted to the U.S. Nuclear Regulatory Commission j

(NRC) the subject request for a change to the Appendix A of the operating license.

Via TSCR-203, GPUN seeks to revise surveillance requirements j-for the last group of ' Protective Instrumentation' equipment, so that. their surveillance frequency coincides with the 24-month I

refueling cycle, which was instituted in 1990.

The New Jersey Department of Environmental Protection's Bureau of Nuclear. Engineering staff reviewed TSCR-203 and

\\ g additional-documentation, made available by the

licensee, describing the evaluation methodology used for instrument drift determination and results of such evaluations leading to - the licensee's conclusion.that the proposed changes'do not constitute i

a significant hazards consideration. The New Jersey Department'of Environmental Protection has no comments.
