ENCLOSURE 1 NOTICE OF VIOLATION Georgia Power Company Docket Nos. 50-424 and 425 Vogtle License Nos. CPPR-108 and 109 s

The .following violations were identified during an inspection conducted on August 19 - 23, 1985. The Severity Levels were assigned in accordance with the NRC Enforcement Policy (10 CFR Part 2, Appendix C).

1. 10 CFR 50, Appendix B, Criterion V, as implemented by PSAR Chapter 17, Section 17.1.5, requires that activities affecting quality shall be accomplished in accordance with documented instructions, procedures, or drawings.

Case 1: Pullman Power Products (PPP) Procedure VIII-3, " Control of Welding Consumables," dated February 27, 1985, paragraph 7.2.1.G requires that "the QA Engineer - WMDC shall daily verify and record on Attachment 1, VF-79, that the stationary holding oven temperature indicators are indicating between 250 F and 400*F."

Contrary to the above, on August 21, 1985, activities were not accomplished in accordance with the above in that stationary holding oven temperatures of 300*F (oven no. 20), 300*F (oven no. 25) and 285*F (oven no. 28) were recorded for ovens which are located within the "doublewide" welding materials distribution center (WMDC) and which had been at ambient temperature since August 20, 1985.

Case 2: PPP GWS 111/1, " General Welding Standard," dated December 14, 1984, paragraph 1.4 requires that " pertinent information included on each WPS (Welding Procedure Specification) will be furnished to the welder on forms known as technique sheets. The technique sheets will include necessary parameters, general welding information, WPS revision date and signature /date of person preparing the form... Technique sheets will be issued to the welder by QA/WMDC when requisitioning filler metal."

Contrary to the above, on August 21, 1985, activities were not accomplished in'accordance with the above in that out of date technique sheets without adequate backpurge information were issued from the "doublewide" WMDC for weldments to be made on stainless steel piping.

2. 10 CFR 50, Appendix B, Criterion XIII, as implemented by FSAR Chapter 17, Section 17.2.13, requires that measures be established to control storage and preservation of equipment in accordance with work and inspection instructions to prevent damage or deterioration. When necessary for particular products, special protective environments, such as inert gas atmosphere, specific moisture content levels, and temperature levels, shall be specified and maintained.

Vogtle License Nos. CPPR-103 and 109 t Georgia Power Company (GPC) Procedure GD-T-09, Rev. 6 " Inspection and Maintenance of Items In Storage," Sect. ion 6.0 requires that specific vendor requirements be reviewed and that applicable requirements be added to the maintenance program. General Electric publication GEH-3292C for Nuclear Service Cooling water pump motors requires that the temperature of the motor windings always be maintained a feu degrees above the temperature of the surrounding air. Further that during storage, windings be protected from excessive moisture by some safe and reliable method of heating. GPC con-l struction division equipment maintenance storage list (EMSL) forms for l Nuclear Service Cooling Water (NSCW) pumps require that pump motor heaters be energized. GPC Nuclear Operations Procedure No. 20015-C, Rev. 2,
" Planned Maintenance," paragraph 4.5.2 requires that pre-operational s

maintenance will be consistent with preventative and storage maintenance 1

identified and performed by construction personnel.

4 Contrary to the above, on August 22, 1085, activities were not accomplished in accordance with the above in that NSCW pump motor heaters for pumps '

nos. P4-001, P4-003, and P4-005 were not energized and pump motor internals

, were at ambient temperature. Preoperational maintenance forms attached to GPC nuclear operations plant maintenance work order nos. 18503926, 18503914, and 18503952 which controlled maintenance completed on July 21, 1985, indicate that energization of pump motor heaters is not applicable.

This is a Severity Level IV violation (Supplement II).

Pursuant to 10 CFR 2.201, you are required to submit to this office within 30 days of the date of this Notice, a written statement or explanation in reply, including: (1) admission or denial of the alleged violations; (2) the reasons for the violations if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid -

further violations; and (5) the date when full compliance will be achieved.  !

! Security or safeguards information should be submitted as an enclosure to facilitate withholding it from public disclosure as required by 10 CFR 2.790(d) j or 10 CFR 73.21.
