i On August 23, 1996, per requirements of 10 CFR 50.4 (b) (1),
Appendix G,
and guidance described in US Nuclear Regulatory Commission (NRC) Regulatory Guide 1.99, OCNGS submitted TSCR-245 for NRC approval of new heatup/cooldown pressure / temperature
. limit curves.
On November 27, 1996, per NRC's Request for Additional Information, GPUN submitted additional documentation.
The currently used P-T limits are approved for.OCNGS operation up to seventeen (17) effective full power years (EFPY) of operation.
It is projected that OCNGS will reach 17 EFPY.in~ April 1997.
The proposed new P-T limit curves, to be used beyond 17 EFPY, are intended to assure that brittle fracture of the reactor vessel is prevented.
The new curves were deve7.oped based on reactor material specimens and dosimetry vires; placed
- inside, and subsequently removed from the reactor after irradiation, to O
)
determine the extent of reactor embrittlement as a function of l
fluence.
Three new curves were developed through 22, 27, and 32 EFPY.
The -licensee. stated that.the.. curves.were based on NRC-

h approved-methodologies and the material. structural integrity 4
results obtained from the test specimens retrieved from the reactor.

- licensee, describing the evaluation methodology and assumptions used as well as the results of such evaluations.
