Introduction. Under thn provisions of U.S. Nuclear Regulatory Commission Materials License No. 04-09951-03, the Technical Operations Division (Tech Ops Div) is authorized to receive, acquire, possess, deliver, or transfer certain radioisotope thermoelectric generators (RTGs). Tech Ops Div is further authorized to store and operate the RTGs. Opening the RTGs to replace ther-moelectric Modules or perform other repairs is not authorized.
Design and fabrication shall not be conducted under this QA Program.
Licensed RTG models and their corresponding Certificate of Compliance numbers are listed in Attachment 1.
Activities performed relative to RTGs include:

Operating The purpose of this document is to outline the procedures which will be followed to comply with subpart H of 10CFR71.
USNRC Regulatory Guide 7.10, Establishing Quality Assurance Programs for Packaging Used in the Transport of Radioactive Material, Annex 2, was used as a guide in developing this plan.
2.
Quality Assurance Organization. The final responsibility for the Quality Assurance (QA) program rests with the Technical Operations Division. The QA Program is implemented using the organization outlined in Attachment 2.
3.
Quality Assurance Program. The Technical Operations Division will implement the QA Program through the organization described in paragraph 2.
QA Program revisions will not be made without management approval.
The Program will insure that all activities involving RTGs (see caragraph 1) are performed in accordance with applicable NRC, DOT, and U.S. Air Force regulations as well as NRC License No 04-09951-03 and the specific provisions of the appropriate Certificate of Compliance. The QA Program emphasizes control of the administrative and operational matters which are critical to safety. Controls have been established to insure that activities involving RTGs are conducted in accordance with the regulations, license and approvals mentioned above.

Design Control.
Not applicable.
User of package only. RTGs are designed, manufactured and maintained by Teledyne Energy Systems under an NRC approved QA program.
5.
Procurr ent Document Control.
Not Applicable. This organization is not involved in the manuf acturing or maintenance of packaging.
License #04-09951-03 does not authorize opening RTGs to replace thermoelectric modules or perform other repairs.

Instructions, Procedures and Drawings.,
a.
Preparation of Packaging for Use: Pelor to and after shipment, packa-ges are visually. inspected for damage, required leak tests and ridiation surveys are' performed, eye bolts are removed or inserted, as applicable, package security on pallet and pallet security on vehicle is verified.
b.
Repairs, Rework and Maintenance:
Not applicable. License does not authorize opening RTGs.
c.
Loading and Unloading Contents:
Not applicable. User does not load / unload radioactive material into or out of RTGs.
d.
Transport of Package:
See paragraph 14.
7.
Document Control.
All documents related to a _ specific shipping package
-(e.g., Certificates of Compliance, Shipping and Receiving Procedures, etc. ) will be controlled and maintained by the Radiation Protection Officer. All revisions i
and changes will be processed through him and he will insure that current ver-sions of the documents are on file.
8.
Control of Purchased Material, Equipment, and Services.
Design and fabrica-tion not applicable. Maintenance not applicable.
See paragraph 14. regarding i
shipping.
- 9.. Identification and' control of Materials, Parts, and Components.
Not Applicable. License #04-09951-03 does not authorize opening RIGS.
10.
Control of Special" Processes.
Not Applicable. Package should require no major repairs necessitating use of special processes.
Eicense #04-09951-03 does not authorize opening RTGs.
11.
Inspection Control.
The Radiation Protection Officer shall use a checklist to insure that-inspections are performed to verify that RTGs have been marked and labeled and shipping papers completed in accordance with current requirements.
- 12. ' Test Control.
NRC License 04-09951-03 requires radiation surveys and RTG leak tests to verify shielding and heat source integrity. An "RTG Transfer Document" will be used to document results.
13.
Control of Measuring and Test Equipment.
NRC Materials License No.
04-09951-03 requires that all radiation survey equipment be in calibration during use. Calibration intervals, labelling, records etc. are explained in the
'icense.
- 14. -Handling, Storage and Shipping Control. Written safety procedures concerning the handling, storage, and shipping of RTGs will be followed.
These procedures are performed in accordance with applicable NRC, DOT and US Air Force regulations, and the manufacturer's operation manual. Work instructions will be provided for handling, storage and shipping operations.
Shipments will not be made unless all tests, certifications, acceptances, and final inspections have

E been completed. The Manufacturer's Operation Manual will be used as a guide to insure that the requirements of 10CFR71.85 and 71.87 are met and that packages are in good condition, adequately secured on the transport vehicle, marked and labeled per DOT regulations and identified by model and package identification number.
15.
Inspection, Test and Operating Status.
Inspection, test and operating status of RTGs will be controlled and recorded in accordance with NRC License No. 04-09951-03.
16.
Non-conforming Materials, Parts, or Components.
Not Applicable.
Package is used as is af ter required radiation surveys and leak test are performed.
License #04-09951-03 does not authorize opening RTGs for maintenance.
- 17. Corrective Action. The RPO will provide annual staff assistance visits to all locations with licensed material. The results of these visits will be pro-vided in the form of a trip report to the parent unit and detachment, in turn, with an information copy to AFTAC Headquarters, IG.
The trip report will note any deviations or discrepancies, office of primary responsibility (OPR) and aba-tement date, if applicable. Written response from the OPR is normally required to provide details of abatement.
In addition, the RPO will report significant findings of staff assistance visits to the Technical Operations Division Radiation Safety Committee.
18.
Quality Assurance Records.
Records of package approvals (including references and drawings, relating to the use of the packaging) tests, audits, personnel training and qualifications, RTG shipments, and compliance inspections will be maintained.
Descriptions of RTGs, manufacturer's operation manuals, and procedures pertinent to RTG activities will also be maintained.
These records will be maintained by the Technical Operations Division. They will be kept in such a manner as to be identifiable and readily retrievable.
19.
Audits.
Individual (s) performing the audits will have no responsibility in the activity being audited.
Normally the' Radiation Protection Of ficer will per-form audits. Audits of the QA Program will be performed on an annual basis.
Results of audits will be maintained and reported to the Tech Ops Div Radiation Safety Committee.
Audit reports will be evaluated and deficient areas corrected.
Audit reports will be maintained as part of the QA records.

Radiation Protection Officer.
The Radiation Protection Officer is appointed by the Tech Ops Div Commander.
The Radiation Protection Officer is responsible for:
(1) Assuring the implementation of the approved radiation safety program for the stated use of RTGs.
(2) Reviewing plans for RTG operation, handling, shipment and storage and providing recommendation relative to radiation safety.

-(4) Assessing the safeguards to be employed to limit radiation exposure of personnel during storage, transportation and operation.

(1) Preparation, coordination, and administration of AFTAC safety program, including radiological safety.
