Request for changes to Technical Specifications 2.2.1 and 3.3.2

Dear Sir:

Pursuant to Section 50.59 of the Commission's Rules and Regulations, the Yankee Atomic Electric Company hereby requests the authorization to make the following changes.

PROPOSED CHANGE Reference is made to the Technical Specifications of License DPR 3.

The specific changes are shown in Attachment A.

A summary of the proposed changes is given below:

We propose to modify Technical Specification 2.2.1, Table 2.2-1 to include an increase in the required setpoint for the main steam line isolation trip from 200 psig to 262.5 psig.

2.

We propose to modify Technical Specification 3.3.2, Table 3.3-3 to include an increase in the required setpoint for the main steam line isolation trip from 200 psig to 262.5 psig, in order to remain consistent with 1, above.

3.

We propose to modify the Technical Specification bases for the main steam line isolation trip to include the basis for the increased trip setpoint as proposed in 1 and 2, above.

REASON FOR CHANGE The increase in the main steam line isolation trip setpoint is necessary to ensure that the acceptance criteria for the Safe Shutdown System are met for a seismic event.

United States Nuclear Regulatory Commission September 30, 1985 Attention: Office of Nuclear Reactor Regulation Page 2 BASIS FOR CHANGE The proposed new main steam line isolation trip setpoint was based on plant response analyses performed with the RETRAN-02 computer code.

The analyses showed that a 250 psig trip setpoint provided sufficient time for the operators to activate the Safe Shutdown System prior to the dry out of the steam generators following the assumed seismically induced failure of the main steam lines.

Including an appropriate allowance for instrument error above the 250 psig main steam line isolation trip setpoint assumed in the analyses, the Technical Specification limit should be increased to 262.5 psig.

SAFETY CONSIDERATIONS The signific ant hazards consideration is based on the guidance provided by example in 48C?R14870. The changes described herein are classified according to the f311owing example of action involving no significant hazards:

"A change that constitutes at additional limitation, restriction, or control not presently incItoed in the Technical Specifications:

for example, a more stringent suctsillance regiirement."

This change does not result in any ine ease ts the probability or conseguences of a previously analyzed accidet.T., or 19 duce in any way a safety margin. The more stringent requirement on the main s'eam line isolation trip will enhance somewhat the plant response to a ca.n steem line break transient.

In addition, the new setpoint will ens.re tha availability of a secondary system heat sink following a seismic event, unt.1 the Safe Shutdown System is available to provide feedwater to the steam c9 net? tors.

Based on the consideration contained herein, it is co cluded that there is reasonable assurance that operation of the Yankee plant v.'nst/ tent with the proposed Technical Specifications will not endanger the health ano safety of the public. This proposed change has been reviewed by the Nucic.c s'fety Audit and Review Committee.

FEE An application fee of $150.00 is enclosed in accordance with 10CFR170.i?.
