Gentlemen:
This refers to the inspection Mr. G. L. Plumlee III of this office and an NRC
consultant conducted during the period May 1-31, 1985, of activities author-
ized by NRC Operating License DPR-34 for Public Service Company of Colorado
and to the discussion of our findings with Mr. Jack W. Gahm and other members
of your staff at the conclusion of the inspection.
Areas examined during the inspection included the control-rod-drive event,
followup on violations and deviations, generic letter followup, licensee
event reporting, maintenance, management meetings, operational safety
verification, and periodic and special reports.

Within these areas, the inspection consisted of selective examination of

procedures and representative records, interviews with personnel, and
observations by the inspectors.
These findings are documented in the
enclosed inspection report.
During this inspection, it was found that certain of your activities were in

violation of NRC requirements.
Consequently, you are required to respond to
"
these violations, in writing, in accordance with the provisions of Section 2.201
j.
of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations.

Your response should be based on the specifics contained in the Notice of

Violation enclosed with this letter.
The NRC inspector has reviewed corrective

actions in regard to Violation 8514-01 during this inspection period.
These

actions appear to be adequate, therefore, you are not required to respond to
this violation.

subject to the clearance procedures of the Office of Management and Budget as
