~ As part of the Power Authority's investigation of various allega-tions regarding the adequacy of pipe supports in the FitzPatrick plant, we retained an independent third-party to assess these allega-tions.

United Engineers and Constructors (UEEC), who performed the review, has-recently completed their work and issued a final report summarizing their findings.

In the cover letter accompanying the final report, UE&C concludes "Our Third Party Review effort has not resulted in the identification of any safety concerns in those areas originally identified by Target Technology...".

l' is a copy of UE&C's final report for your information and review.

In Reference No.

1, we committed to prepare and implement a long-term program to assure that all pipe supports on safety-related piping comply with applicable installation criteria by identifying and evaluating discrepancies similar to those already identified.

Via Reference No.

2, we submitted our Long-Term Pipe Support Inspection and Evaluation Program Plan.

Approximately one hundred supports have been inspected under Phase I of the program, with new Phase 2 inspections proceeding at the rate of approximately ten supports per week.

We also committed in Reference No. 2 to re-inspect the main steam line support that was modified during the summer 1983 outage.

No damage or discrepancies were identified.

Attachment No. 2 is a summary of the results of this re-inspection.

. Based upon these findings, no further actions are considered necessary at this time.

The Power Authority considers this issue closed.

FitzPatrick Nuclear Power Plant Piping / Support Analysis, Third Party Review Transmittal of Final Report This letter transmits the Final Report of ~ UNITED's Third Party Review activity for the James A. FitzPatrick facility. This report is a revision (Revision 1) to our interim report transmitted by Reference A.

All items defined in our original review scope (Reference A) have been completed. All open findings identified in our Reference A report have been satisfactorily closed.

Other findings identified during more recent review of the Recirculation System have also been satisfactorily closed. There are no open items remaining.

Our Third Party Review ef fort has not resulted in the identification of any safety concerns in those areas originally identified by Target Technology (Reference C) and further clarified in a joint Target Technology /NYPA/ UNITED Meeting (References D, E).
