This complies with the NRC letter dated September 12, 1996, which requested coordination with the Westinghouse Owners Group to publish the final version which includes an "A" (designating accepted) following the report identification symbol. This is a non-proprietary topical report that has been found acceptable by the NRC and may now be referenced in license applications to the extent specified and under the limitations delineated in the report and associated NRC safety evaluation.
