for National Council on Radiation Protection and Measurements (NCRP) membership in the 1997 election. The U.S. Nuclear Regulatory Commission has two recommendations for d
nominees, Drs. Kenneth L. Mossman and John E. Glenn. The first nominee, Dr. Mossman, is a distinguished radiobiologist who is currently a professor of health physics at Arizona State University and a past president of the Health Physics Society. The other nominee, Dr. Glenn, is a noted expert in public policy regarding radiation protection and safety who j
recently retired from the NRC after twenty years of distinguished service. The curriculum vitaes and brief paragraphs that evaluate qualifications and areas of competence for Drs. Mossman and Glenn are enclosed. In addition, I would like to offer the assistance of l

Kenneth L. Mossman is Professor of Health Physics in the Department of Microbiology at Arizona State University in Tempe, Arizona. From 1990-1992, he served as Assistant Vice President for Research at Arizona State. During the period 1973-1990, Dr. Mossman was on the faculty at Georgetown University in Washington, D.C. and was Professor and founding Chairman 1985-1990.
of the Department of Radiation Science in Georgetown's Graduate School from Dr. Mossman served as president of the Health Physics Society from 1993-1994. During his term f
in oflice, a science teachers workshop program to promote science education and a national public affairs program were initiated.
Dr. Mossman's research interests include the biological effects oflow level radiation, radiation exposure in pregnancy, health effects of environmental radon, and radiation protection and pubj policy. Dr. Mossman has over 100 publications in the open literature including six books and proceedings related to radiation health issues. He has presented testimony before the U.S. House of Representatives and the U.S. Senate. In 1984, Dr. Mossman was awarded the prestigious Elda Anderson Award from the Health Physics Society and in 1994 was elected a Fellow of the Society in recognition of outstanding contributions to the field of Health Physics. In 1995, he received the Marie Curie Gold Medal.
Dr. Mossman earned the B.S. in biology from Wayne State University. He was awarded the MS and Ph.D. degrees from the University of Tennessee in radiation biology and the MEd degree in higher education administration from the University of Maryland. Dr. Mossman and his wife currently make their home in Scottsdale, Arizona.

John E. Glenn The nominee has a varied career resulting in a combination of skills, and experiences as a scientist, educator at the undergraduate level, supervisor of a commercial program in radiation safety, and government official responsible for regulation development, licensing and inspection of educational, research and medical facilities for safe uses of radioactive materials. Most recently he managed federal development at the Nuclear Regulatory Com.nission of regulations for radiation protection at commercial reactors, nuclear fuel facilities, and use of radioactive materials at commercial, academic and medical institutions. The supervised activities included a multimillion dollar research program covering fundamental research on radiation effects, modeling to support implementation guidance and cost benefit analysis to support regulatory decisions. Just prior to that assignment, he was responsible for a national program of licensing inspection and enforcement of 1
radiation protection for all academic, medical and commercial use licensees of the NRC.
In that position, he initiated a research program to evaluate the radiation risk of new and evolving devices and techniques in medicine such as gamma stereotactic surgery and remote afterloading brachytherapy. Dr. Glenn also had several years experience in the field supervising both licensing and inspection programs for the Nuclear Regulatory Commission.
Earlier, he was Radiation Safety Officer for a major radiopharmaceutical manufacturing firm.
His most recent experiences have involved him in public policy coordination among the various federal agencies responsible for regulation of radiation sources (FDA, EPA, DOE, DOT, 000 and OSHA).
Most recently he was Chair for an interagency subcommittee attempting to harmonize federal standards for cleanup of decommissioned facilities.
In the area of international policy, he has chaired several technical committees for the International Atomic Energy Currently, he is consulting for that agency in the development of Agency.
