Task Order No. 4 Entitled, " Ground-Water Chapter of Chapter of Uranium Recovery Title I and II Reclamation Standard Review Plan". Under Contract NRC-02-96-004 In accordance with the task order procedures of the subject contract, this letter definitizes Task Order No. 4.
This effort shall be performed in accordance with the enclosed Statement of Work and the Contractor's technical proposal dated August 2,1996 as revised on August 19 and 22,1996. The effective date of this task order shall be November 4.1996.
Task Order No. 4 shall be in effect from November 4 rough April 11, 1997 with a cost ceiling of $50,899. The amount of epresents the total estimated reimbursable costs, the amount of presents the cost of facility capital, and the amount of !3.680 rep esents the fixed fee for this task order.
The amount currently obligated is $50,902.00.
l The obligated amount shall, at no time, exceed the task order ceiling. When and if the amount (s) paid and payable to the Contractor hereunder shall equal the obligated amount, the Contractor shall not be obligated to continue performance of the work unless and until the Contracting Officer shall increase the amount obligated with respect to this task order. Any work undertaken by the Contractor in excess of the obligated amount specified above is done so at the Contractor's sole risk.

Task Order No. 4 Page 2 The Contractor agrees that such personnel shall not be removed from the effort under the task order without compliance with Contract Clause H.1 Key Personnel.
Further, any consultants that the Contractor plans to utilize under this task order must be approved by the NRC Contracting Officer before that consultant may begin work under this task order.

NO 1.0 Backaround Before a conventional uranium processing site is restored a reclamation plan that describes planned restoration activities is reviewed by NRC staff.
This is true for Title I facilities (U.S. Department of Energy).and Title II facilities (commercial).
To help the staff review these documents-the NRC staff has prepared a standard review plan for reclamation activities.
However, this revi-plan needs to be updated.with respect to grcund-wster restoration activities.
. 2.0 Obiective The objective of this task shall be to prepare a ground-water chapter of the reclamation standard review plan for Title I and Title 11 sites.
Included in the outline shall be a review effort focused on ground-water corrective actions or alternate concentration limits.
3.0 Technical Oualifications Reauired j
The contractor shall provide the services of geohydrologists and geochemists who have an understanding of ground-water movement, chemistry, and transport associated with uranium mill tailings disposal sites.
Familiarity with the Nuclear Regulatory Commission regulatory process is' required.
j 4.0 Level of Effort j
- The estimated effort for this task is 416 staff hours (0.2 FTE).
5.0 Comoletion Date Approximately 4 months will be required to complete the task.

Using the previously prepared annotated outline the contractor staff shall identify the regulatory and environmental requirements from 10 CFR Part 40. Appendix A. Criteria. 5. 7. and 13 and relevant sections of 40 CFR Parts 192 Subparts A through E and 40 CFR Part 264 that are related to the applicable section of the review plan and need to be met; by using appropriate information gathered from:
l (a) NRC files (b) U.S. Environmental Protection Agency regulations and guidance.
k (c) the public literature.
As the Standard Review Plan proceeds through "significant" revisions 2.
contractor staff shall provide copies of the current draft to the NRC.
It is not expected that these drafts shall be formal deliverables to the NRC but shall be sent by FAX and e-mail. with the purpose of maintaining an active dialogue between contractor and NRC staff.

A draft of the Acceptance Review Section shall be prepared which includes qualitative and quantitative options for acceptance criteria.
NRC staff will review these drafts and provide the contractor guidance on which options shall be specified in the review plan.
However. while the NRC staff conducts it's review: work would not stop on preparation of the review plan.
Only options selected shall be incorporated into the review plan.

A draft of the Conclusions Section shall be prepared that includes a short, one to three paragraph conclusion that needs to be made concerning the regulatory requirements identified under item 1.
NRC staff will review these drafts. but while the NRC staff conducts it's review: work would not stop on preparation of the review plan.
The contractor shall prepare drafts of the review plan that contain 5.
quantitative and qualitative options for review criteria and procedures that could be acceptable in meeting the recuirements identified under item 1 above and support the conclusions icentified in item 4.
