AMENDMENT TO FACILITY OPERATING LICENSE l

The U.S. Nuclear Regulatory Commission (the Commission) has granted the request of the Tennessee Valley Authority (the licensee) to withdraw its May 19, 1995, application for proposed amendment to Facility Operating License I

l Nos. DPR-77 and DPR-79 for Sequoyah Nuclear Plant Units 1 and 2, located in Soddy Daisy, Tennessee.

The proposed amendment would have revised Technical Specification surveillance requirement 4.1.1.3 to conditionally exempt the end-of-life '

I measurement of moderator temperature coefficient.

The Commission had previously issued a Notice of Consideration of Issuance of Amendment published in the FEDERAL REGISTER on June 21, 1995 i

(60 FR 32372). However, the licensee made a decision to withdraw the proposed i change on December 17, 1996 on the basis that the change is no longer l required. This notice is to document withdrawal of the subject amendment i l

request.  !
