Task Order No. 3 Entitled " Standard Review Plan for In-Situ Uranium Mining Source Material License Applications". Under Contract NRC-02-96 004 In accordance with the task order procedures of the subject contract, this letter definitizes Task Order No. 3.

This effort shall be performed in accordance with the enclosed Statement of Work and the Contractor's technical proposal dated August 2.1996 as revised on August 19 and 22,1996. The effective date of this task order shall be November 4,1996.

Task Order No. 3 shall be in effect from November 4.1996 through July 4.1997 with a cost ceiling of $127.961. The amount o epresents the total estimated reimbursable costs. the amount of epresents the cost of facility capital, and the amount of $9.223 r presents the fixed fee for this task order.

The amount currently obligated is $127.961.

The obligated amount shall, at no time, exceed the task order ceiling. When and if the amount (s) paid and payable to the Contractor hereunder shall equal the obligated amount, the Contractor shall not be obligated to continue performance of the work unless and until the Contracting Officer shall increase the amount obligated with respect to this task order. Any work undertaken by the Contractor in excess of the obligated amount specified above is done so at the Contractor's sole risk.

The Contractor agrees that such personnel shall not be removed from the effort under the task order without compliance with Contract Clause H.1 Key Personnel.

Further, any consultants that the Contractor plans to utilize under this task order must be approved by the NRC Contracting Officer before that cnnsultant may begin work under this task order.

NO 1.0 Backaround Uranium in situ processing sites licensed by the NRC must obtain a Source Material License in accordance with 10 CFR Part 40.

The NRC is in the process of granting performance based licenses, which at this time is a new style of license from previous licensing actions.

Therefore, the staff is in need of guidance to review license renewals, license amendments. and new applications, with the objective of awarding both performance based licenses.

2.0 Obiective Tre objective of this task shall be to prepare a standarc review plar. for an j

in situ uranium mining source material license applicatico for either a J

performance or nonperformance based license.

3.0 Technical Qualifications Reauired The contractor shall provide the services of geohydrologists, geochemists, and health physicists who have an understanding of ground-water movement. well drilling and operation, and with the health physics concerns of a uranium source material processing facility.

Familiarity with the Nuclear Regulatory Commission regulatory process is required.

4.0 Level of Effort The estimated effort for this task is 1040 staff hours (0.5 FTE).

5.0 Comoletion Date Approximately 6 months will be required to complete the task.

A draft of the Conclusions Section shall be prepared that includes a short. one to three paragraph conclusion that needs to be made concerning the rcgulatory requirements identified under item 1.

NRC staff will review these drafts, but while the NRC staff conducts it's review; work would not stop on preparation of the review plan.
