Dear Mr. Bohart:

This letter is in response to your letter dated November 18, 1996 regarding the Electrosleeve licensing effort currently under NRC review.

In your letter you suggested that the NRC staff review had not identified any significant issues and that the staff may be encountering problems giving priority to this review. Based on discussions with the staff, I have determined that their review has progressed at a reasonable rate considering the complexity of the proposed process and that the staff is awaiting additional information necessary to. complete its review.

As you are aware, there have been two meetings on this issue with the most recent taking place on July 2,1996. One of the topics discussed at this meeting was the nondestructive testing of the electrosleeve following initial installation and during future inservice inspections. Multiple questions were raised by the staff with regard to the capability of the nondestructive examination techniques to satisfy regulatory requirements.

These geestions were highlighted in an NRC Request for Additional Information (RAI), addressed to Union Electric (Callaway), which was issued on July 25, 1996.

Union Electric's response to the RAI, dateJ September 24, 1996, stated that work was still in-progress on eddy current testing qualification and development of an ultrasonic testing (UT) procedure that addresses UT crack sizing of stress corrosion cracks under an installed Electrosleeve.

The staff cannot continue its review of the Electrosleeve product until the nondestructive testing and related questions are addressed.

A meeting is currently being scheduled with Union Electric to discuss the staff's questions with respect to the issue of nondestructive testing of electrosleeves.

In addition, the staff has requested that Union Electric discuss the status of the eddy current and ultrasonic testing qualification activities.
