Technical Specification Change Request No.145
.It is requested that the attached revised pages replace the following pages of the existing Technical Specification:
Replace pages 3-87 and 3-87a.

Reason for Change This change is requested to update the table of fire detection instruments to show work completed to support 10 CFR 50 Appendix R commitments.
III.
Safety Evaluation Justifying Change l.
On July 1,1982 GPUN submitted a revised Fire Hazards Analysis which included requests for exemptions to the requirements of 10 CFR 50, Appendix R.
On June 4, 1984, the NRC. issued a Safety Evaluation Report which responded to the exemption requests.
This TSCR updates TS Table 3.18-1, Fire Detection Instruments, to include three locations where k-fire detection instrumentation has been added as the result of NRC acceptance of the exemption requests.

GPUN proposed installation of a smoke detection system above the false ceiling of the 306' Elevation of the Control Building to provide an early fire warning capability. The NRC found this acceptable in the SER by stating:
3 "This will provide reasonable assurance of early fire awareness and response by operating technicians and the plant / ire brigade."
In the Auxiliary Building Elevation 281' hallway and the Auxiliary Building Elevation 271' Heat Exchanger Vault, GPUN proposed installation of a localized detection system to provide an early warning capability. The NRC found this acceptable in both cases by stating in the SER:
"This smoke detection system that the licensee proposes to install in the area will provide reasonable assurance that the fire will be discovered before it results in significant damage."
The addition of the fire detection instrumentation in the three t
locations will provide increased assurance that a fire will be detected at an early stage and before significant damage has occurred.
- Thus, this Technical Specification change does not reduce the margin of safety.

4 IV.
No Significant Hazards Consideration The proposed change reflects the addition of fire detection instrumentation and:
1.
does not affect plant design or operation, and therefore would not involve a significant increase in the probability or consequences of an accident previously evaluated;
- 2. -does not involve modification to existing plant equipment, and therefore would not create the possibility of a new or different kind of accident from any accident previously evaluated; 3.
does not involve changes which would affect the safety analysis of the plant, and therefore would not involve a significant reduction in a margin of safety.
The proposed amendment is in the same category as Example (ii) of amendments that are considered not likely to involve significant hazards consideration (48 FR 14870) in that the change constitutes an additional control not presently included in the Technical Specifications.
V.
Implementation It is requested that this amendment become effective upon issuance.
VI.
Amendnent Fee (10 CFR 170.21)
Pursuant to the provisions of 10 CFR 170.21, a check for $150.00 is enclosed.
