NUCLEAR PROJECT NO. 3 RESOLUTION OF KEY LICENSING ISSUES STIFF CLAMPS

The Supply System hereby transmits for NRC review a Summary Evaluation Report related to the application of ITT Grinnell Stiff Clamps at WNP-3 (Attachment 2).
This report is a comprehensive treatment of the subject, prepared by Ebasco Services, Inc., drawing extensively from test data compiled by ITT Grinnell, and reviewed in detail by Supply System personnel.
Supply System involvement included overview of the ITT Grinnell Test Program.
As noted in the referenced letter, this transmittal completes the remaining Supply System commitment to provide a test report related to this subject. This transmittal also completes our response to the one remaining open question (210.16) and also revisits and updates past responses to NRC questions based upon new knowledge gained from the tests and analysis.

Director of Nuclear Reactor Regulation Page Two July 31, 1985 G03-85-418 NUCLEAR PROJECT NO. 3, RESOLUTION OF KEY LICENSING ISSUES STIFF CLAMPS Due to the complex nature of the report and in view of the high level of interest devoted by NRC to this topic in the past, the Supply System believes it is essential to present this report to the NRC formally and in person.
This approach will allow our personnel to respond directly to any questions that may arise and should be of great value to the NRC staff in their preparation of a Safety Evaluation Report for this topic.
As noted in the referenced letter, the Supply System goal in this is acceptance by the NRC and issuance of a Safety Evaluation Report (SER) Section.
Allowing for 6 to 7 weeks review by your staff and extra time for administrative processing suggests that the week of September 23 may be an appropriate time to schedule such a meeting.
Our representatives will be in contact with you regarding this schedule.
If acceptable, the Supply System will plan accordingly. provides our latest status of the responses to all of your questions on the stiff clamps.
As you will note, the status shows that this transmittal completes several of the question responses.
