Dear Mr. Martin:
This event summary is submitted in accordance with NUREG 0654, Appendix 1 and CNS Emergency Plan Impicmenting Procedure (EP1P) 5.7.2 to close out the Notification of Unusual Event declared at 0542, July 19, 1985.
At approximately 0453, July 19, 1985, with the reactor in cold shutdown and refueling in progress, a Meteorological System Trouble alarm was received by the Control Room on Board VBD-Q. The apparent cause of the alarm was failure of the Meteorological System due to a lightning strike on the Meteorological Data Tower, northwest of the station.
At approximately 0542, the Shift Supervisor assumed the role of Emergency Director and declared a Notification of Unusual Event, based on Emergency Action Level 6.1.2 of CNS EPIP 5.7.1.
Appropriate notifications were initiated in accordance with EPIP 5.7.6, and were completed by 0558.
l Repair actions were promptly initiated on the Meteorological System and were completed at approximately 1045 when the system was restored to service. Upon verification that system operability had been restored, the Notification of Unusual Event was terminated by the Emergency Director at 1050. Closcout notifications were initiated and completed by 1132.
