FINAL REPORT - DER 85-27 DEFICIENCY EVALUATION 50.55(c)

ARIZONA NUCLEAR POWER PROJECT (ANPP)

PVNGS UNITS 1, 2, 3 I.

Description of Deficiency Pacific Scientific Ictter dated July 19, 1985, (Reference A) notified PVNGS that 3/4" and 1" pipe clamps supplied by them are subject to slippage of the clamp circumfercacially around the pipe due to condi-tions in installations. Thc Ictter identifies 35 affected pipe clamps supplied to PVNGS which have been installed in Units 1, 2, and 3.

EVALUATION C1cycland Electric Illuminating Company has reported this condition to the NRC as a 10CFR50.55(c) probicm at the Perry Nuc1 car Station.

Correction of the probicm is mandatory since slippage of tbc subject pipe clamps would preclude shock arrestors from performing their func-tion of protecting safety related piping during a scismic cvent.

The root cause was that Pacific Scientific had used a calculation for a larger pipe clamp for use with these smaller clamps. That calcula-tion did not adequately address the Design Criteria for the smaller clamps and thus resulted in an insufficient torque specification for the identified pipe clamps.

II.

Analysis of Safety Implications As indicated above, this condition has previously been evaluated as reportable under the requirements of 10CFR50.55(c) and Part'21.

Should this condition remain uncorrected it would represent a safety signif-icant condition. This report addresses the reporting requirements of 10CFR20.21(b)(3) with the exception of the subpart (vi), regarding the number and location of such components supplied to other facilitics.

III. Corrective Action As specified by Reference A, correction of the probicm requires an in-crease in torque values for the clamp bolts.

If the specified torque cannot be achieved by tightening, replacement bolts and nuts will be installed as specified in the referenced Ictter.

The following docu-ments have been initiated to correct the 35 identified pipe clamps.

This work will be completed prior to fuct load in Units 2 and 3.

Work for Unit 1 is complete.

Bechtel will notify Pacific Scientific and request them to_ update their review procedures to insure that this will not recur.
