NRC SECURITY INSPECTION REPORTS NO. 50-266/96017(DRS);
50-301/96017(DRS)
Dear Mr. Patulski:
On December 2,1996, the NRC completed a security inspection of your Point
Beach I and 2 reactor facility. The enclosed report presents the results of
that inspection.
During the inspection period, we found your security program to be adequate to
'
protect public health and safety. We are concerned, however, about two
violations of NRC requirements that were identified.
In the first instance,
an NRC inspector determined that, due to personnel errors and ineffective
licensee corrective action for a previous NRC identified violation, alarm
station operators failed to implement a compensatory measure in a timely
manner.
Routine enforcement action was considered appropriate because the
failure by your security force was personnel related and not programmatic.
In

the second instance, an NRC inspector identified that, due to ineffective
procedural guidance and training activities, a security officer failed to

conduct an adequate search of a vehicle.
These violations are cited in the enclosed Notice of Violation, and the
circumstances surrounding the violations are described in detail in the
enclosed report.
Please note that you are required to respond to this letter
and should follow the instructions specified in the enclosed Notice when
preparing your response.
The NRC will use your response, in part, to
determine whether further enforcement action is necessary to ensure compliance
with regulatory equirements.
Also of concern, was a failure by your site security organization to
adequately maintain a vehicle barrier, due to security management's decision
not to establish procedural guidance for your site vehicle protection program.
Details are described in the enclosed report.

10 CFR 73.21 and its disclosure to unauthorized individuals is prohibited by
