Gentlemen:

SUBJECT: REPORT NOS. 50-269/84-31, 50-270/84-31, 50-287/84-35, 50-369/84-36,

AND 50-370/84-34

The NRC Systematic Assessment of Licensee Performance (SALP) Board has completed

its periodic evaluation of your Oconee and McGuire facilities. These facilities

were evaluated for the period May 1,1983 through August 31, 1984. The results

of the evaluation are documented in the enclosed SALP Board Reports. These

reports will be discussed with you at your office in Charlotte, North Carolina on

January 8, 1985. .

The performance of your Oconee and McGuire facilities was evaluated in the

operational functional areas of plant operations, radiological controls, main- >

tenance, surveillance, emergency preparedness, security and safeguards,

refueling, quality assurance programs, and licensing activities. Additionally,

McGuire Unit 2 was evaluated in the area of startup testing. I

The overall Duke Power Company performance demonstrated an aggressive attitude

toward nuclear safety. It is of significant merit that both the Oconee and '

McGuire facilities received Category 1 ratings in the functional areas of

emergency preparedness and refueling.

The performance of your Oconee facility was evaluated highly by the SALP Board.

It is a credit and reflection upon your management that major strengths were

identified in the areas of plant operations, maintenance, surveillance, emergency

preparedness, security and safeguards, and refueling. No major weaknesses were

identified.

Management attention and involvement were ovident at your McGuire facility;

however, a major weakness was identified in the area of plant operations. The

SALP Board expressed to me their concern that your ratingr. in the functional

areas of plant operations, radiological controls, and maintenance had declined

from those of the previous SALP assessment. It appears that continued aggressive

management attention in these areas, as well as the surveillance functional area,

will be required to ensure satjsfactory performance. It is noteworthy that major

strengths were identified in the areas of emergency preparedness, refueling,

licensing activities, and startup testing.

Any comments which you have concerning our evaluation of the performance of your

facilities should be submitted to this office within 30 days following the date

of our meeting in Charlotte, North Carolina. We specifically request that you

advise us of actions you plan to take in response to the Category 3 rating in the

plant operations functional area at McGuire. Your comments, a summary of our

January 8,1985 meeting, and my disposition of your comments will be issued as

appendixes to the enclosed SALP Board Reports.

Should you have any questions concerning this letter, we will be glad to discuss

them with you.
