Perry Nuclear Power Plant Docket Nos. 50-440; 50-441 Seismic Analysis of ESW Pumps Backwash Internals

Dear Mr. Keppler:
This letter serves as the final report pursuant to 10CFR50.55(e) on the potential significant deficiency concerning the lack of seismic analysis on the backwash assembly internals for the Emergency Service Water (ESW) and ESW Screenwash pumps.
Mr. J. A. Grobe of your office was first notified on May 8, 1985, by Mr. T. A.
Boss of The Cleveland Electric Illuminating Company (CEI), that this situation was being evaluated per Deviation Analysis Report 240, and an interim report was submitted on June 6, 1985.
Description of Deficiency During our investigation for our response to IE Bulletin No. 83-07, "Apparently Fraudulent Products Sold by Ray Miller, Inc.",
it was discovered that the strainers utilized in our ESW and ESW Screenwash systems had been classified as non-active components and therefore the backwash assemblies had not been seismica]ly qualified.
The strainer shells have been designed and qualified to maintain pressure integrity.
The affected strainers are as follows:

OP49D003B Backwash of the strainers is required to be performed at eight (8) hour intervals during ESW operation.
Completion of Evaluation Our Architect / Engineer, Gilbert / Commonwealth, Inc., has completed the seismic stress and operability qualification for these strainers.
The strainers, as designed, are seismically qualified and therefore this condition does not represent a significant deficiency as defined by 10CFR50.55(e).
