REVIEW 0F TOPICAL REPORT TR-087 ENTITLED TMI-I CORE THERMAL-HYDRAULIC METHODOLOGY USING VIPRE-01 COMPUTER CODE FOR THREE MILE ISLAND UNIT 1 (TAC NO. M92168)

Dear Mr. Knubel:

By letter dated April 25, 1995, GPU Nuclear (GPU), the licensee for Three Mile Island, Unit 1 (TMI-1), submitted topical report TR-087, Revision 0, "TMI-1 core thermal-hydraulic Methodology Using the VIPRE-01 Computer Code," for staff review and approval. The submittal was supplemented by response to a request for additional information dated June 13, 1996. On September 24-25, 1996, the staff met with GPU to verify aspects of the GPU analyses. The topical report presents the methods for performing steady-state and transient thermal-hydraulic analyses of the nuclear reactor core for normal operating conditions and several accident conditions. The staff has reviewed the submittals and, with consideration of the audit findings, concluded that GPU has demonstrated the adequacy of the TMI-l model and their ability to apply the VIPRE-01 code for performing licensing calculations. Our Safety Evaluation is enclosed. This completes our efforts on this issue and, consequently, we are closing TAC No. M92168.
