Response to Inspection 50-029/85-07

Dear Sir:

Reference is made to I&E Inspection No. 50-029/85-07 conducted by your Mr. H. Eichenholz during the period March 21 through April 26, 1985 at the Yankee Atomic Electric Company Nuclear Power Station in Rowe, Massachusetts.

The report made subsequent to that inspection identified an item which apparently was not conducted in full compliance with NRC requirements. In accordance with Section 2.201 of the NRC's " Rules and Practices," Part 2, Title 10, Code of Federal Regulations, we hereby submit the following information:

Apparent Violation Technical Specification 6.8.1 requires that written procedures shall be established that meet or exceed the requirements and recommendations of Appendix "A" of Regulatory Guide 1.33, November 1972. Regulatory Guide 1.33 requires implemented procedures for Technical Specification surveillance tests. Technical Specification 4.3.3.3 specifies a daily surveillance requirement consisting of a channel check to demonstrate operability of the meteorological monitoring instrumentation channels. This surveillance is to include a qualitative assessment of channel behavior.

Contrary to the above, on April 24, 1985 it was determined that a written procedure was not established that prescribes the required qualitative assessment of channel behavior that would ascertain the daily operability of the meteorological monitoring instrumentation channels.

Background

Plant Procedure OP-2007, " Maintenance of Operations Department Logs,"

requires the Control Room operators to check the operability of the Meteorological Monitoring System data recorders once per shift. The check includes ensuring that the recorders are operating and that they are providing an indication of sensor response to atmospheric conditions. This requirement has been in effect since February 1977.

1. Corrective Steps Which Have Been Taken and Results Achieved On April 11, 1985, OP-2007 was revised to include the Plant Technical Specification definition of " channel check." On May 17, 1985, the Operations Department was provided with written instructions to assist the Control Room operators to make qualitative evaluations of the Monitoring System's response versus atmospheric conditions. Since that time, the operators have been, and are now, using those instructions to determine the validity of recorded data.
2. Corrective Steps Which Will Be Taken to Avoid Further Violations The written instructions provided to the Control Room operators on May 17, 1985 will be incorporated into OP-2007.
3. The Date When Full Compliance Will Be Achieved The revision and necessary training is expected to be complete no later than August 15, 1985.

The date for submittal of this response was modified to July 8, 1985
