Inspection No. 50-322/85-16
This refers to the special physical protection inspection conducted by
Mr. R. J. Bailey of this office on March 4-8, 1985, of activities authorized by
NRC License No. NPF-19 and to the discussions of our findings held by
Mr. Bailey with Mr. J. Smith and other members of your staff at the conclusion
of the inspection.
The' purpose of this inspection was to determine the state of training of secu-
rity force personnel at the Shoreham Nuclear Power Station and their ability to
carry out assigned duties. The findings of the inspection are described in the
NRC Region I Inspection Report which is enclosed with this letter. The in-
spection consisted of reexaminations of a statistically selected sample of se-
curity personnel in qualification /requalification tasks; observations of
examination administration; interviews of security personnel; reviews and
evaluations of examination results; and reviews of security event reports.
Within the scope of this inspection, no violations were observed. The inspec-
tion determined that, with a 95% confidence level, security force personnel are
sufficiently knowledgeable to carry out their assigned duties. While statisti-
cally unacceptable failure rates on certain examinations were observed for a
specific group in the security organization, observations of on-the-job per-
formance of this group by the inspectors determined that the apparent training
deficiencies did not constitute a significant weakness in your security pro-
gram. Remedial training was promptly initiated by your staff for those mem-
bers of the security organization who failed any test and each such individual
was subsequently requalified.
In accordance with 10 CFR 2.790 (a), a copy of this letter and the enclosure
will be placed in the NRC Public Document Room.
