Oyster Creek Nuclear Generating Station Docket No. 50-219 Supplemental Response to IE Inspection 50-219/84-21 Your letter of November 6,1984 transmitted IE Inspection Report 50-219/84-21 which contained the following deviation from an Oyster Creek commitment to the NRC:
Fire Protection Report - Comparison to Standard Review Plan 9.5.1, Appendix A, states that because stairwells serve as escape routes and access routes for fire fighting, the stairwells have been designed to minimize smoke infiltration by their enclosures.
Contrary to the above, the enclosure Reactor Building Southeast Stairwell contained a hitherto unsealed penetration that would allow smoke infiltration in the stairwell in the event of fire.
By our letter of December 11, 1984, we documented the sealing of the penetration on July 29, 1984. Additionally, GPU Nuclear committed to revising Oyster Creek procedure 645.6,017, " Fire Barrier Penetration Surveillance" to incorporate a review of all stairwells which serve as escape and access routes for fire fighting at least once every 18 months.
Procedure 645.6.017 has not been revised to incorporate the review of all stairwells as the entire Technical Specification Fire Barrier Per.etration Traceability Program is under revision. This revision consists of: 1) obtaining a complete compilation of all fire barrier penetrations;
- 2) identifying the penetration size and penetrating objects; 3) assigning penetration numbers; and 4) documenting the penetration locations on field sketcFes af each plant fire barrier.

Martin, Director U.S. Nuclear R:gulatory Commission Fage 2 Following completion of the above tasks, Oyster Creek procedure 645.6.017 will be revised to provide a complete traceability program for all Technical Specification fire barrier penetration seals and remove non-Technical Specification fire barrier penetration seals. To assure that the integrity review of all stairwells which serve as escape and access routes is completed and documented, as committed in Fire Protection Report-Comparison to Standard Review Plan 9.b.1 Appendix A, a Preventative Maintenance inspection sheet will De approved and issued by December 31, 1985. This date is before the next required 18 month inspection.
