Between August 6,1985 and September 6,1985, Mr. R. Cook and other NRC
representatives conducted a routine safety inspection of activities authorized

by NRC License No. DPR-73 at your facility. The attached NRC Region I
Inspection Report describes the areas examined. The inspection consisted of
selective examinations of procedures and representative records, interviews
with personnel, and observations by the inspector. At the conclusion of the
inspection, lir. Cook summarized the inspection findings with you and members
of your staff.
Based on the results of this inspection, it appears that one of your
activities was not conducted in full compliance with fiRC requirements, as set
forth in the Notice of Violation, enclosed herewith as Appendix A.
This
violation has been categorized by Severity Level in accordance with the NRC
Enforcement Policy (10 CFR 2, Appendix C) published in the Federal Register
(49FR8583),datedflarch8,1984. You are required to respond to this letter
and in preparing your response, you should follow the instructions in Appendix
A.
The response directed by this letter and the accompanying Notice is not
subject to the clearance procedures of the Office of Management and Budget as

required by the Paperwork Reduction Act of 1980, PL 96-511.

We have received your letters dated June 5,1985 and August 2,1985 concerning
Inspection Reports 50-320/85-08 and 50-320/84-04, respectively. The actions
described in your letters will be reviewed in a future flRC inspection.
