2) Conference Call Held on November 12,1996, between Nuclear Regulatory Commission Staff and Comed Personnel The Reference I letter provided infonnation on Braidwood Station's action plan associated with Westinghouse Model DS 206 480V circuit breakers. This infonnation was requested during the Conference Call specified in Reference 2.

In our correspondence, we provided specific details on our short-term and long-term plans for the Westinghouse 480V DS and 4 KV DHP circuit breakers. We infonned you in the conference call that a total of 12 breakers of each type (DS and DHP) would be completed by the end of 1996. In addition, we discussed a short-term action to apply additional lubricant to the twenty-two Westinghouse DS 480 Volt circuit breakers that may be required to close during accident conditions. This short-term action was completed on November 26,1996.

Our letter specified that our plan was to first complete a ' pilot program"on a total of 10 breakers (5 of each type) by November 27, 1996, followed by the refurbishment of the remaining 14 breakers by the end of the year. The intent of the pilot program is to refurbish the breakers and gather data simultaneously. This data will then be used to identify whether enhancements can be made to our current maintenance practices. Because of logistical problems, including a longer set-up period and slower tum-over times to refurbish each breaker, the ' pilot program"was not completed by the anticipated date. Arrangements have been made for Westinghouse to use an additional facility for breaker refurbishment to enable the twenty-four breakers to be completed by the end of the year per our original commitment.

We are closely monitoring the progress made by Westinghouse personnel on the breaker refurbishment process. It is our intent to ensure that the actions taken are done in a quality manner such that each breaker gets returned to service in optimal condition.
