NRC INSPECTION REPORT NO. 50-346/96012(DRS)
Dear Mr. Wood:
On November 8,1996, the NRC completed a-
,pection at your Davis Besse Nuclear
Power Station. The enclosed report presents ti.e results of that inspection.
The pulpose of the inspection was to assess the licensed operator requalification program.
The inspection consisted of reviews of training administrative procedures, medical records,
requalification training attendance records, and requalification training materials. The
,

inspection included observation of certified evaluators and licensed operators during
administration of the requalification examination. Additionally, interviews were conducted
with members of the operations and training staffs.

It was determined the licensed operator requalification program was being implemented in
accordance with 10 CFR Part 55 requirements. The inspectors determined that adequate
training was being provided for ~ our licensed operators to operate the Davis Besse Nuclear

Power Station. The feedback process used to update the licensed operator requalification
training program was not completely implemented and was identified as a significant
weakness. Details of this weakness are in Section 05.4, Requalificatioc Training Program
Feedback System. This weakness should be addressed in an expeditious manner, as it is
an integral part of the Systematic Approach to Training (SAT) program used by your
training department to plan licensed operator training. No written response to this letter is
required concerning this weakness.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter
and the enclosed report will be placed in the NRC Public Document Room.
