July 2, 1985 SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR RFGULATION SUPPORTING AMENDMENT P0.89 TO PPOVISIONAL OPERATING LICENSE NO. DPR-16 GPU NUCLEAR CORPORATION AND JERSEY CENTRAL POWER A LIGHT COMPANY OYSTER CREEK NUCLEAR GENERATING STATION DOCKET NO. 50-219
1.0 INTRODUCTION
By letter dated October 24, 1084, GPU Nuclear (the licensee) requested an amendment to the Appendix A Technical Specifications (TS) to Provisional Operating License No. DPR-16 for the Oyster Creek Nuclear Generating Station (OCNGS). This amendment would reduce the frequency of required audits of the plant Fire Protection Progran and Operational Quality Assurance (OA) Plan fron at least once per 12 months to at least once per 24 months.
A Notice of Consideration of Issuance of Amendment 'to License and Proposed No Significant Hazards Consideration Detennination and Opportunity for Hearing related to the requested action was published in the Federal Reoister on February 27, 1985, (50 FR 7990).
No public coments or requests for hearing were received.
2.0 DISCUSSION AND EVALUATION Currently, the TS Section 6.5.3.1 does not specifically address audits of the Fire Protection Program or Operational QA Plan activities.
However, the Fire Protection Program has been audited annually in 1
accord with a general requirement in TS 6.5.3.1(a). The proposed revision was submitted by the licensee for the following reasons: (1) to add the specific requirement to conduct a biennial audit of the Fire Protection Program, under the cognizance of the Vice President Nuclear Assurance, so as to be consistent with the guidance provided in NRC Generic Letter 82-21 dated October 6, 1982, and (2) to specify that Operational QA Plan activities would be audited on a biennial basis censistent with the STS (Standard Technical Specifications) and guidarce provided in Regulatory Guides 1.33 (February-1978) and 1.144 (January 1979), and ANSI N45.2.12-1977; and, make this section of the TS consistent with the like section of Three Mile Island Unit 1 TS.
The staff has eveluated the proposed change to the TS and concludes that this change does not involve any physical charge to the plant's safety-related structures, systems, or components.

t related equipment, or increase the consequences of an accident previously analyzed or create the possibility of a malfunction different from those previously eveluated. The proposed TS for the Fire Protection program are consistent with the guidance in Generic Letter 82-21. The proposed TS for the Operational QA Plan are consistent with the STS, the above Regulatory Guides and ANSI N45.2.12-1977.
Therefore, based on the above, the staff finds the licensee requested change to clarify and revise the audit frequency of the Fire Protection Program and Operational QA Plan activities to be acceptable.
3.0 ENVIP0ntENTAL CONSIDERATION This amendment relates to changes in recordkeeping, reportino, or administrative procedures or requirements. Accordingly, this amend-nent meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10). Pursuant to 10 CFR 51.22(b) no envircemental inpact statement or environmental assessment need be prepared in connection with the issuance of this amendment.
4.0 CONCLUSION
The staff has concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner; and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
